Road/ Tunnel Pricing Strategy

 

Hong Kong has always been infamous for its traffic congestion problem at the cross-harbour tunnels. Among the three Harbour Crossings, the Central Cross Harbour Tunnel is the mostly utilized one with a daily throughput of around 120,000 vehicles that exceeding its design capacity of 78,000 per day. 

 

However, the Eastern Harbour Tunnel and Western Harbour Tunnel is seriously underused, leading to the two operating companies of these tunnels to raise their toll charge years after years. This rise in charge has driven more road users to choose the Central Cross Harbour Tunnel, causing even more serious congestion at this tunnel. 

 

Nationalization of the 3 tunnels could help alleviate the problem by adjusting the toll charge. More explanation of this solution is available in other parts of this webpage.
