City Traffic Planner, in proposing the best pricing strategy for the 3 cross-harbor tunnels in Hong Kong, have tested 19 simulator softwares to demonstrate the change of traffic flow before and after the change of the price. We would like to investigate the optimal price for the cross-harbour tunnels to divert the congested traffic flow of the Hunghom Cross-harbour tunnel.
As previously discussed, there would be several assumptions so that the findings of the investigation hold.
Assumed:
The total traffic flow (from the designated starting and finishing points) is inelastic to the price change of the tunnels
Independent Factor:
The price of the three cross-harbour tunnels respectively;
Dependent Factor:
Decision of the drivers to choose which tunnels they will use, which is also determined by (1) time; (2) fuel price; (3) distance against the difference between the price of the tunnels.
